Paraphrase of telegram sent to the Secretary of,

on the 5th August, 1913, in cypher, 25 UTO

Yesterday some of the troops at Canton mutinied and 200 Punjabis were despatched to Shamien at request of Congul-General there. Ch'an Kwing Ming fled and family has sought refuge in Hongkong. If he comes also, I recommend that he be refused hospitality of the Colony. The declaration of independence has been annulled. Commandant of troops has become Acting Governor-General and order prevails for the time being. It is feared, however, that he is not loyal as he is a Nationalist. Chinese here rejoice that revolt is likely to end. General Lung has not moved.

I suggest that for sake of peace and trade of Colony President be urged to replace the officials at Canton, with exception of Chief of Police, with experienced

and loyal officers, and I would renew recommendation in

message of 26th ultime to prevent future plotting and dis-

order.
